Sir, - I was most concerned to learn of Sowerby Parish Council's proposal to erect an eightfoot fence made of plastic-coated steel mesh around the entire perimeter of the play area on the Flatts (D&S, Apr 18).

While sharing the concerns of the council regarding acts of petty vandalism, particularly to the current wooden fence, I do not believe that this is the appropriate answer. Before taking such draconian steps in what is an environmentally-sensitive area there needs to be consultation with residents, perhaps by means of a public meeting.

The proposal will create an eyesore and for residents and visitors alike will spoil one of the most splendid views over to the Hambleton Hills from the public seating on the Flatts footpath.

The present wooden fencing is very old and shabby and needs replacing. However, there are many attractive types of low fencing which would be stronger and less liable to damage and which would enhance the appearance of the whole area. Most young people enjoy the facilities of the play area without causing damage or nuisance and to exclude them because of the actions of a few will be seen as a very negative and punitive approach.

Your paper also reported (D&S Apr 25) another decision of the parish council to use CCTV to catch those responsible for dog fouling adjacent to the play area itself. The chairman of the council rightly pointed out that the culprits would be caught only if the camera was being monitored.

The whole point of spending a considerable sum of council taxpayers' money on this CCTV installation in the play area was to deter the very vandalism the council is now concerned about. It appears the system is not being effectively monitored by the council and hence this investment is in danger of being squandered.

Rather than blighting the whole area with this proposed fence why does the council not simply ensure that it properly monitors the CCTV camera already in place?.

This would be far more effective and far less environmentally damaging than what is now proposed.
